Bonuses to the governing ethics attraction have been non-functional for some time and are still broken. This affects a great many aspects of the game including empire bonuses, buildings, planet bonuses, edicts (both planet and empire-wide), genetic modifications, strategic resources, and so on. All aspects of the game are affected.

To pick one major example; the primary bonus of a fanatic spiritualist empire is +30% governing ethics attraction. This is non-functional and does nothing, meaning choosing fanatic spiritualist functions as a major penalty to your empire.

I can provide numerous examples of broken systems if necessary.

To check for yourself, look at the chance for any given pop to change to another ethic by clicking on that pop. Now, turn on the Information Quarantine edict. You should see an immediate change in the chance to change to various ethics (if a small one). You see no such change. On the other hand, if you look at the chances for a pop to switch to various ethics and then demolish a building which gives a different ethics bonus (for example a holotemple and spiritualist) you will see the pop experience an instantaneous shift in the chances of changing to various ethics.

There are other ways to confirm this bug. Please let me know if more information is needed, but this bug is major and has been present for some time.

For anyone following along, this does seem to be fixed in the 1.7.2 beta. I didn't do a lot of testing, but what I looked at was all working.

Well, the problem is the Bradbury beta seems to be refusing to launch for a good number of users, myself included. :\
