This planet has been colonized and under sector control for ~100 years. I've given infusions of minerals and energy to the sector multiple times. It is not running a deficit in either resource.

Did you check what they do with their ressources? There's a little icon (mind bubble) in the sector management window, hovering over it shows their projects. Sometimes they save >1k for a military station, so you might want to turn this off.

For me they usually work very well in 1.5.

I'm still not clear on the value of this tool.

The problem isn't that sectors are a black box, it's that the AI inside that box doesn't work. Knowing what the AI is planning to do doesn't help me if I can't do anything about that.

I'm still not clear on the value of this tool.

The problem isn't that sectors are a black box, it's that the AI inside that box doesn't work. Knowing what the AI is planning to do doesn't help me if I can't do anything about that.
The Ai works for me quite fine.
But i'm keeping an eye on this one planet as it is showing sings of what OP is saying, will see if it builds more when more pops have grown on it

Edit: after an hour of keeping a close eye on this planet i can safly say the sector AI does build on it.

I was concerned about this with my robotic people, I conquered two worlds and put a large chuck of space for them to use. I allowed everything and they not only colonized but populated the planets with new botanical at a steady pace.

Before 1.5 there was a problem that the Sectors would go budget crazy and not do anything if they had more than 4 planets colonized in the sector.

Let me just add to my original post. There are probably 10-15 other planets in different sectors that are experiencing the same problem. Most of my sectors are between 10 and 15 planets. I would make them smaller, but the game encourages larger sectors by limiting the number of leaders one has available.

You need your sectors to develop a lot more than you need the fairly negligible bonuses of having a governor for each sector. Try carving off one smaller sector as an experiment and see if it fixes the problem. You can then decide if it's worth it to you to reform the rest of your sectors along similar lines from there.

Personally I try to limit myself to a maximum of 5 colonies per sector due to the AI limitations (that was in 1.4, I can't speak to how things may have changed with the sector AI in 1.5).

With the new faction system if you want to keep the authoritarian faction happy you need a governor in each sector. The game design kind of encourages you too have big sectors once you grow past a certain point.
