I also do miss an espionage system. We can all agree on, that is has to be functional. The battle plan system actually provides a nice area where espionage would serve a real purpose. Info about a country, narrow down the estimates of divisions, ships, planes, factories down in the country info screen, provide exact numbers of fighters, which model, ships, what is researched etc.
You could infiltrate dockyards or military factories and reduce their effectiveness or the effectiveness of one certain production chain, you can send spies to worker unions and infiltrate civilan factories to increase civ factories needed for consumer products (or reduce build speed). You could send spies into the government, where they could impact gain of PP or into the military command to reduce command power. Espionage was an important part of WW2 and should be part of the game somehow. The current system with En-, Decryption and Radar (!) is just a placeholder.

While I think it should be in the game, I am totally down to fixing all the core features (looking at you, navy) first. Espionage is gonne be a huge feature but devs have to find a good way to implement it. It was part of the game during the development, but was scratched at a point. I can see why, HoI is pretty complex already with many variables. Espionage will also mess with balancing and with the growing importance of multiplayer, Paradox will be very careful adding this to the game.

You can already sabotage factories, though, and while it's a reason to station troops as garrisons it doesn't really add that much depth to the game. Adding a second layer of factory sabotage seems redundant to me.
