Hey, so I necroed a thread in general forums about this because I didn't read that it was general forums, so I'll do my due diligence and repost it here where it's suppose to be!
Basically, The bug seems to be related to tech weights. Omega Theory, the final tech you need to finish the event, is suppose to show up in your research, instead of an event like the other two. Both of those (i.e. Entropic Recursion and Doctrine: Strange Loop) must be researched before it shows up.
However, the way it works is kinda odd. Instead of *just* making them a prerequisite for Omega Theory, Omega Theory has a tech weight of 0, and having both previous techs increases the weight to 60 (which makes it about reasonably common for a rare tech) However, latest patch seems to have changed the code so that if at tech has an initial weight of 0, that tech does not show, regardless of modifiers. Once you change the initial weight to a positive number, then the tech will show (and since the other two techs are prereqs, it will still show only when it's suppose to.)
And here is proof: First screenshot is before I changed the file to get Omega Theory a tech weight.
Hyperspace Slipstreams is a T3 tech, same as Omega Theory so I'm advanced enough to get it. Also, you can see the buildings the other two techs give in the background (the two above the mine and buildingless food tile) so I have those techs as well, but Omega Theory is not on the list of possible techs (if you are wondering how you get this, you hit ` to open the console and type "techweights x" with x being the science division you want to see weights for, only works in non-ironman, non-multiplayer games)
Now, here is a SS of after I gave Omega Theory a weight of 1:
Now it shows up on the list. Why does it have a weight of 61? because that's what unlocking the previous two techs does to it's chances of show, which proves that line of code still works fine, it's how the game treats techs with a weight of 0 that's broken.
Anyway, here's a save from a couple months before I did all this, should unlock the last tech needed to get T3 tech shortly after, so it's a pretty good point to see how it's not working.
