You should perhaps mark the guy in question as a character of special interest, to make it quick and easy for QA to find the culprit character.

Edit: Just loaded your save and found the lowborn mayor pretending to be a noble knight, and marked him as special interest.

It happened to all lowborns

What? I tried landing several lowborns in your save and only the one you had in your pictures (Aires) turned into a republic mayor, the rest became purely feudal.

Edit: Okay, I kept landing lowborns in your save and came across another one that turned into a republic when he should have become feudal.

i must have gotten lucky when testing apparently its just some specific lowborn characters

I did some further testing of the issue. It seems to affect any character that has once held a title with a specific government type. Granting that character a new title will give give him his old government for some reason. I'll attach your save to the existing bug report.
