In the attached save, Alien pop on K'Karom is migrating to Kregux of the Ubaric Star Confederacy, even though, not only do I not have a migration treaty, they are in fact a rival.

Though, rivalry is the latest of several attempts to try to make a workaround on this bug. While the alien pop in question *now* has free migration, they were migrating to other worlds even though their species rights should have made them unable to migrate at all. When the 10 year marker hits, plan on switching back and seeing if that fixes it.

Nope, that didn't fix it.

Uploading another save file. As you can see, there is one pop in Tripitit, and another pop on K'Karom that are both migrating, despite neither species having migration rights, nor do I have any migration treaties with any of the empires they are trying to travel to.

Should be noted that both worlds came into my control via conquest. Might that have something to do with why they are like that?

I think I figured out what's happening here.

Right now, my policy for Core Systems is "Citizens and Slaves Only" and that's suppose to make alien pops migrate towards non-core systems.

However, instead of being stuck when there are no sectors systems they can migrate to, they are migrating to other empire's worlds, even though there is no treaty.

I was just experiencing this with my syncretic pops (as I set them to Resident, which is neither Citizen or Slave). Upon seeing Foefaller's post I loaded that game up and fixed the Citizen and Slave core world setting to All Species and it stopped the migrating pops. While they are technically following the rules as written this is very clearly an issue. =\
