Issue is very simple, Synthetic pops (both regular Synthetics and the new Synthetic ascension populations) cannot migrate to new worlds at all.

I suspect this is because of the new Species Rights system where Synthetics can't have their rights set at all which makes them not have defined Migration Controls (or lack thereof).

No mods are being used.

To reproduce, just use the console to ascend a species to Synthetic, colonize however many worlds you want and watch them never migrate.

@Chrysaetos Hi, thanks for your report, just a quick question. The planets they were one, were those planets full? Otherwise you will get no migration at all.

@Gruntsatwork, issue was observed in a 'real game' where I had several planets completely full of Synths (both Synthetics and Ascended Pops). Establishing new colonies would never any Synthetic migration but would get some from Biological pops.

To test that the issue lied with Synthetics, I created a new game. Used 'research_technologies', granted myself Unity, instant build and so on. Starting planet had 16 Synthetic Pops on an 18 size world (all ascended). Started 3 colonies (all had 2 Ascended Synthetics from colonization with Expansion perk). Sped through the game and in 10 years observed no migration to the colonies at all.
