The problem was first reported in 1.3.2 here.
Option with trigger = { <condition> } component is correctly hidden in UI when condition is not met (so not accessible for player). However, it does not disable the option for AI (so accessible for them). This leads to many errors in event execution, the most glaring one being War in Heaven declaration steals all subjects away from normal countries (because subjects erroneously have access to options with high AI weight that are meant to be for non-subjects only).
