- Armies are now resized to maximum strength compared to the amount of manpower a nation really has.  (No more -4343 manpower unless a country are truly fucked in the setup.)

What does this mean? Are we talking about the setup at the start of the scenarios?

So from now on no nation will have negative manpower from the start of each scenario?
And is the solution to give nation's less divisions or is it to provide nations with more soldier pops?

And to clarify, VIP 0.5 will not be released until after Victoria 1.4 is released and we have had a chance to balance VIP with the new 1.4 environment.

Looks like there was a 'come to Jesus' meeting about the Dev's schedule. Been in enough of those to recognize the outcomes here and in CK. I was wondering how everything was going to get done in the next 60 days. Now it is clear: it can't. Frankly, it's nice to see the news coming out. At least we know.

However, the DEFINITION of conversative changes. Used to be taboo to talk about sex at all, then it was taboo to talk about it in public, now its taboo to talk about sex and minors. But the same people who talked about sex in the 1940s are talking about it today (much to our collective shagrin)!
