Slave Treatment Sanctions for some reason increases the desired Freemen ratio in cities, while the Manumittance Policy increases the desired Slave ratio in cities.
Presumably, the law setting standards for slave treatment should at the very least not decrease the desired slave ratio, and if any law should increase the desired freemen ratio, it's the law that facilitates greater social mobility for the lower classes (but also still affirms that citizens and nobles are better than the lower strata).
