I've heard that the latest beta versions (which I have never been able to play) have a feature that can change the culture of any foreign RotW colonial province (pop<5000) to your own if you capture it and the nationalism dies down.

1. Is this present in 1.4.1?

2. Are there any other features of the betas, beyond events, that are in 1.4.1?

Not really an EEP issue, but as long as I'm posting:

3. Is there a way to modify a savegame or scenario file to change a province's goods?

1 and 2: Yes, if you have installed the beta patch, the new features will also be in effect while playing EEP. EEP is however not yet adjusted to the beta version so that some things don't really work out (most notably the European provinces like Meath that, having less than 1000 inhabitants, are colonies in the latest betas and can have their culture and religion changed by one colonist).
3. of course. How it is done is described in detail on
