1.4.1 Ai not increasing conscription laws even when out of manpower.

as far as I know we didnt do a change to this, but might have been unintended effect of something. get me a savegame similar to that screenshot and its hopefully fast to fix

australia's manpower laws are restricted by what focuses they've completed.

yes, this is why they cant take the law yet. Its 2 focuses down in historical list I think. Kinda highlights the weakness in historical focuses when the world has gone ahistorical (japan has won and stuff is hotter than normal etc)

Questions:
Did something get nudged to slow down conscription law changes?
Did something get nudged to improve minister, company, or military staff choices?
- as far as i can remember it was a bigger problem in 1.3.3 actually. 1.4 fixed several cases where AI wouldnt not be able to change law properly. but as I mainly play internal builds exact versions are a bit hazy to remember.
- yea, we changed a bunch with this

11/01/39 starting manpower and law by nation:
AST had 8.23k manpower and was in Volunteer
SPR had 154k manpower and was in Extensive
HUN had 148 men left and was in Disarmed
ITA had 1.34K manpower left and was in Limited
ENG had 1.09K manpwer and was in Limited
- AST, locked behind focus
- SPR, thinks it has too few factories (7 mil) to want to upgrade the law (it hurts output). seems fairly sane? Their cutoff would be around 20k free, which I guess could be a little higher, but I think its in greyzone where we dont want to risk mess up other ai nations right now
- HUN, actually a problem, if it had disarmed nation it would not think the step up was worth it (ai only check one step at a time). Fixed it!
- ITA, ENG, as you said these seemed to work once they got the PP.

Missed the focus block on AST, my bad. Shouldn't or couldn't there be a WT or China capitulated bypass/exception to that focus block (and to ones on Malaya and NZL if they exist)? The one thing that historically panicked the Aussies was Japan rampant and the yellow peril going all the way back to Billy Hughes @ Versailles.

yeah, although its a question of AI being able to pick the focus to fix it, but doesnt because it follows the historical focus list which tells it to upgrade a naval base first. I think the solution here is to be able to turn off the focus path once certain things happen (such as the japanese threat), it would then evaluate that as the best focus and pick it. but thats more something for a future patch
