I had this same problem when playing as Italy. My Italy was not in the axis, but I could see where the fighting took place. Also, losses for Germany were after half a year fighting about 1,6 millions, for allies altogether about 0,2 millions ... Germany had conquered one French province and the frontline in Belgium and the Netherlands was wery much the same as in the picture above.

There was this same issue in 1.4.0 which was also happening in the beta for 1.4.1 but I guess that they haven't gotten to fix it...

Hi, we are aware of the issue, it's still in our internal database.
As I'm sure you understand building AI is an iterative process. We fixed some cases which caused this problem, obviously not others.
