I mainly do this post to ensure that it is on P'doxes radar as a bug, since it exists since 1.0. So if anyone could confirm it is in the database? Savegame with ~100 Fleets is attached.
As described in https://forum.paradoxplaza.com/forum/index.php?threads/namelists-in-utopia.1004973/ using a namelist containing both random and sequential names never uses the random names.
Observed behaviour (tested against HUM4 i.e. CoM):
Splitting from a fleet with a sequential name leads to more sequential names. Splitting a fleet with a custom name also leads to more sequential names. Building armies only spawns sequential names.
Examination of the namelist reveals commented-out lines, and presence of valid random names. Disableing the sequential naming enables the use of random names and previously commented-out names.
Expected behaviour:
After using all available random names, the game uses sequential names from then on out. If a random name becomes unused, the name is used instead of the next sequential name. This is especially expected since the random names are prominently displayed during species/game creation.

- Using console, enable instabuild, grant minerals and all techs (or play for a long while)
- Spawn/build armies/fleets
- Split said fleets
