1.4.0 weirdest bug I have ever had

Germany 36, playing BICE, the reason for 1.4.0 but It has to be a vanilla bug

Setting up 3 inf div against the Bel-Lux border but all they do is go by boat from Hamburg to Wilhelshaven then by land to Hamburg and on it goes.

Tried to change order to Danish border and it works, delete and give original order and here we go again, hamburg - WH

Is this just me?

Figured it out, It happens because I havent done Rhineland

Happy to hear this worked out. (Though I admit that isn't really optimal behaviour either way)
