EDIT: I've found so many more problems now, it's absolutely mind-boggling. I can't add factories to the production queue, the AI doesn't assign its divisions to armies and therefore doesn't create battleplans, and puppet interactions always cost 0. This is all still in the same vanilla game (except puppet interactions obviously), and I haven't heard anyone else getting the same problems.

are you still getting 9b1f checksum in the main menu (not just launcher). Maybe there are some old mod files or something? you can try verifying files in steam, reinstalling and cleaning local user directory through launcher
