I am trying to rein in italy but all the HRE nations are voting to abandon italy. How do get a majority in the vote? Right now 58 nations want to abandon italy. I know how to do the rest, just dont know how to get the majority,

The Princes won’t vote for it.

You also don’t need to do what they want.

The ultimate vote is up to the emperor (you in this case).

You can still go ahead and rein in Italy but beware that this will worsen relations with the princes that you didn't agree with and might damage your ability to be elected the next time around...

majority only matters for relations and IA but emperor still makes the decision by himself (so simply you spend your IA to make decision everyone stands aganist)

1) vote to abandon italy to not anger the princes.
2) pass reforms till you get the "expand empire" CB.
3) Attack italian minors and force them to re-join.
This will result in a net gain of IA over keeping them in in the 1st place.

Also if you push their relations to 200 many of them will return willingly.

It's never been an issue in any of my HRE games, maybe you blob harder than I do though
