Is anyone else noticing that the AI by 1940ish in every major, medium and minor power is completely or almost completely out of manpower? I'm not really sure if this is just me or not. What is even more disconcerting is that I generally modify the static_modifiers to give the AI anywhere from 50% to 100% more manpower.

I am playing GER, it is a few months shy of 1940, and I am sitting with 1.6k MP.........What country are you playing, and how many brig have you built?

Yes there is an issue. AI nations are on a unit building trip currently (1.3), so if you start in 36 they will have continualy built units for 4 years as the war is starting. As a result most will have very low or no manpower reserves, but lots of units ;p

Answer - as it seems to be for a lot of things currently ... dont play the 36 scenario, the game cant handle 4 years of buildup. Play 39 for a decent game, or 38 if you want some build-up.

Yes....the AI spams infantery divisions since 1.3 is out.
That way you see almost 2-3 times the Divisons the real WW2 saw.

Same time..the AI almost builds no Armor, or Planes for most nations. Exceptions is Germany and Russia AI....that builds also many many medium Armor.

So if you want to see realistic number of units on the map, maybe you need to double or triple "Land Unit IC costs". Planes and ships can stand at same as before.

I tried that out...(doubled costs) and got nearly realistic Division counts on the map. USA still builds way to much....but thats ok...as we want a very strong enemy in the later years. (Playing AI Improvment Mod 1.3.1 also)

BTW...with only half amount of units on the map.....the game runs faster also....as less maths to do.

The AI is supposed to stop building troops when it has built enough that it can reinforce.

I suspect that it does not check troops under construction though.

Can Reinforce with what assumption of 'normal' losses? If no losses are occuring, I'd say (knowing nothing about AI programming) that it will keep building until Manpower reaches 0 (as I am seeing in my games). Or at least not stop building new troops when new manpower trickles in (monthly? daily?).

I can see it is a delicate balance though, we still love you Johan and all want to have your babies so your 40 children can build us HOI V through XV.

Have you found out...whats the reason for the current problem, that only a few nations produce Armor....and then only "medium Arm" ?

didnt knowed we have so many womans here. :D

BTW...i would hope Johan is active long enough in the business to give us a HOI4 and Hoi5 in the next 10 years.

Unless I am mistaken he is talking about "Mobilization" of reserve forces. So if it has 60 brigades at 25% reserves status, then it keeps enough MP in reserve to mobilize those troops when the time comes.

Agreed - I've noticed it around early 1939 when playing the '36 scenario. For example Nationalist Spain has lots of hollow infantry brigades and no MP to build up.

The AI was running out of manpower in 1.1 and 1.2 as well. It was and remains the biggest reason the Soviet Union is a pushover.

They build their entire manpower budget down to 0 on reserve divisions and then when a war begins they need like 1.6k manpower to reinforce them and they have zero to do it with.

Then Germany plows into them with full strength divisions and the Soviets pose no real threat. Barbarossa over in a few months.

but small modifications can change this. And thats the way to go...until 1.4 is out. Thats one of the reasons....PI made this game so easy moddable.

With a Russian KI, that got some 2-3k present of manpower, and some other small tweaks...it can be a real fun play....even under 1.3.

Another problem that I see (still) is that many of the minors have too little manpower to start with. The monthly gain might be ok but the start value should be a bit bigger I believe. I'm quite aware that it's a delicate balancing problem and that late game minors with massive armies was a problem in HOI 2. But what we have now takes away all the fun from HOI 2 when playing a minor. And please note that many of us liked that alot. Now most of them become nothing but walker-on.

It's not much fun playing a major either when your minor opponents become roadway material as soon as you cross the border, is it?

Or maybe I'm just having a bad day at war :mad:

If you want to modify manpower as a minor, just edit your savegame to something more appropriate:

I know it's technically cheating, but if you don't go too overboard with it, you'll get a bit more of a fun gaming experience when playing minors...

Nations should not produce huge amounts of troops for no reason. In my 1936
1.3 the Phillipines have about 80 plus militia brigades by 1938. With no national
threat what are they building troops for? Potential invasion by Spain again?
Small nations would be incredibly stressed financially building such armies for no
reason. Also how do they afford them? Money should be included in the cost
of raising forces for minor nations. The overwhelmingly vast majority either had
to buy their weapons from overseas sellers or build extremely expensive arms plants
and would barely be able to afford a rifle factory let alone a full armaments series
of air/land/naval factories as appears now.

but small modifications can change this. And thats the way to go...until 1.4 is out. Thats one of the reasons....PI made this game so easy moddable.

With a Russian KI, that got some 2-3k present of manpower, and some other small tweaks...it can be a real fun play....even under 1.3.

Believe me, I modify the hell out of the static modifiers and defines.lua to get the most out of the game ;)

I keep visiting this forum to read the AARs and to decide when to buy HOI3. (And i wil buy it for sure. It´s a great game for me).
The message from Johan scared me though. The main developer, (i think), does not know if the program has a function to chech if there´s enough manpower to order the construction of more divisions ?!! I know its much more complex than a simple IF...ELSE... condition but it should be implemented.
