[1.3.3](2dd2) Manchuria needs Japanese convoys to lend lease Japan

I'm playing Manchuria and I need convoys to lend-lease Japan, which I share land borders with, this makes no sense...

Also what's funny is that when I trade with Germany which is in Europe I need 0 convoys for the trade, but I need convoys with Japan when I share a land border with them...

It does make sense IMHO because the capitals need to be connected. Otherwise the UK (or France) could lend-lease with all kinds of nations without convoys because they have enclaves and colonies on multiple continents. Also I suspect that historically most divisions were recruited and trained on the Home Islands or more generally in the general vicinity of capitals.

This part is really odd because Germany does require convoys to buy from Manchukuo nvm, messed up my test
