This was the craziest thing I ever saw with Stellaris. All of a sudden almost every empire in the game went nuts, joining and exiting my federation. I got no vote prompt. It was automatic. Long time allies exited, rivals and enemies joined. The game went completely nuts. I have to quit this game. It's wrecked.
I am thinking this has something to do with a VERY buggy end to "War in Heaven".
Save game is attached. In this one, a few just auto-entered (again no vote). Within a few more turns the game should go nuts with tons more Federation add/exits.
