1.3.2 [checksum 2620] won't update to 1.4

In Steam in my Library the game is listed as 1.3.2. When starting the game, the launch screen says 1.3.2 (2620). On the Properties window on the Betas tab, all of the updates are listed except 1.4 Kennedy.
1) I've completely exited Steam and restarted it multiple times.
2) I've uninstalled the game using the Steam uninstall function and reinstalled. 1.4 Kennedy is still not listed in the Betas tab.
3) I've unsubscribed to all mods. No luck.

Any suggestions?

In the beta tab, do you have "None - opt out of all beta programs" selected in the dropdown?

Here is something to try

1. Delete everything in your steam folder EXCEPT the "steam.exe" and the "steamapps" folder
2. Delete everything (manually), in your "...\steamapps\common\Stellaris" Folder
   
3. Run "steam.exe"
4. Right click "stellaris" in your game library
5. Click "properties"
6. Click "local files" tab
7. Click "verify integrity of game cache"
