The Event actually invites and gives claims to the normal Mexico rather than the fascist mexico (which you have to have before you can even do skewer the eagle). See photo
for proof that it added a non-existent, non aligned Mexico. This bug makes the skewer the eagle focus pointless. Facist Mexico also have no claims on USA territory which they are supposed to have throught this tech tree. Not too sure if i did anything wrong but all i did was follow the focus tree as usual plus mexico HAS to be fascist before you can even attempt the skewer the eagle focus
