British Malaya in 1936 starts with no convoys, which means that they can't export oil to Britain at the start. The oil is on Borneo, which has no land connection to Singapore state. UK has to send them convoys for them to be able to export the oil, but I don't know if it was intended. The "Unfullfilled import requests" icon flashes constantly, and it plays an annoying sound effect every little while.
