Creating the Roman Empire doesnt convert the culture of your future rulers. Just finished a byzzie mare nostrum run where all my emperors remained greek despite greek becoming the new roman. Tanking an extra 2 unrest late game while over 100% OE isnt really fun esp because of an oversight
