[1.2] Continuation of heavy division stacking

I made a thread some month ago about Russia stacking 200+ divisions on the Hungarian border leaving 0 at the German border.
Today I experienced kind of the same thing, since the start of the game i've been sending some small bits of equipment to my puppet British Raj so they've built up a somewhat large army.

Now I glance over at Indo-china to check my progress against the fascist pigs in Japan/Siam, apparently my puppet has decided to place 88 divisions in a single province(THEIR only border province, even though there's several other allied provinces they could be standing in)

Maybe they should be set to utilize allied territory aswell instead of just preferring standing in their homeland?
