I am allied to another empire on the other side of the map. He asked to go to war with a sizable empire close to him, so I said yes. After helping him get 100% war score, he still has not "Forced Demands" on the losing empire, and the war has not been won naturally either. It's been a couple of years sitting at 100% and I'm losing resources just waiting for him to win already.

When you hit 100%, Ai should force demands if they initiated the war.

EDIT: Just thought I'd mention I'm not using any mods, pure vanilla on a single player game, current and most recent patch (1.2)

Are you able to force the demands? I know after Asimov, the Ai rarely gives up even after 100% warscore and the only way for peace is to force the demands yourself.

Anyone else having this problem or know a work around?
I'm having this problem. Ally started war. Its at 100% and in fact in the war screen it shows we are over 100. But my Ally who started the war will not negotiate and the Enemy won't concede. What do I do? The only option seems to force a white peace, which essentially will result in nothing.

There is a work around through console commands, let me quote the guy I heard it from first:

Same thing happened to me, sitting at 100 warscore unable to ask for peace because I am not leading and the other empire lost planets that were supposed to be liberated due to secession or something similar.

EDIT: OK, I figured out how to get out of this using command line. It takes a bit of experimenting because I do not know how to list country tags (if someone does, post it).

So here it is:

1. Open console window (default is Tilde key - top left corner, below ESC on most keyboards)
2. Type in the following: "surrender <number>", where <number> is any number like 0, 1, 2,.. etc. Each country is assigned a unique id, i.e. a number (for player country it is 0).
3. Once you type in the command in 2, you will get the message in command window like "List wars for <country_name>" - this will list all wars that given country is involved in along with war_id for each war. So keep repeating step 2 until you find the id of enemy war leader and war_id for the war you are in.
4. Finally type "surrender <id_of_the_leader> <id_of_your_war>" - this will force surrender and you will get out of eternal war.
