[1.2.1] Using Resistance to Determine Enemy Division in a State

Since it is now possible to click on a state to see how much resistance it would create if occupied, it is actually possible to estimate how many troops a country has in a certain state based on how much resistance is being quelled there. I'd say this qualifies as an exploit that should ideally be fixed in the next patch or two.

As seen in the screenshot, as Germany I can see that the USSR has troops in Kiev by seeing that resistance is being combated in the state. While this isn't a major issue when at peace with another nation, this can be exploited heavily during wartime to predict the movements of hostile troops and avoid the strongest enemy garrisons.
