As I was modding the game I realized that a puppetnations can never white peace even when the overlord is not in the war anymore. Here is a screenshot of puppets still beeing in the war due to their overlord beeing not. Also war does not end when overlord white peaces. Everything outside of a peace conference using the command: white_peace
