Playing as the UK and Allies and at war with the Axis however not a democracy so the US never joined rather they made their own faction, the North American Entente.
Axis attacks Scandinavia and Norway, Sweden and Denmark join with the US in their faction but still manage to get completely overrun and are forced to capitulate with a subsequent occupation by first the Germans and then by me although I wasn't at war with them.
Meanwhile I have landed in Europe and Germany itself has already surrendered (forces in Scandinavia kept fighting).
It's pretty much a three-way standoff as the Axis are battling both the American Entente and the Allies and all the European gains the Axis made against the Americans were then taken over by me.
At the following peace conference all three scandinavian countries were puppeted by me even though still not at war with me, however due to my occupation of their lands the conference apparently sees them as legitimate targets for annexation and other fun stuff.
Again would like to reitterate. I wasn't at any point of the campaign at war with either the North American Entente nor Norway, Sweden or Denmark and yet was awarded them as legitimate targets of war during the peace conference.
