I've been playing as the British and I've been trying to help the Raj build up by sending them equipment: chiefly Infantry Equipment, Support Equipment and Towed Artillery. I've also been giving them a bulk 200 convoys at the start of the Lend Lease to make sure they can actually transport everything.
However, even after a couple of in-game years have gone by, they've not built any units despite having plenty of gear and manpower. I've tried this three or four times now, in and out of Ironman, and the same thing has happened. I've also tagged over to the Raj and I can't see anything obviously wrong.
As an aside, I think there might also be an issue with calculating how much equipment needs to be transported as part of the Lend-Lease. I've been attempting to send 15% of my monthly production of Infantry Equipment I to the Raj, with a daily production of around 36 units. The average monthly production should therefore be around 1090 units and 15% of that is 163. However on the Recruit and Deploy tab (which is listing the amount of materiel I'm sending), I'm apparently only sending 36 units a month. Is there a reason for this discrepancy, or is it maybe a display bug?
