Actually, with these generic minister files, it might also be an idea to add all of the new countries that have been added since launch, such as Israel, the Soviet republics, and now Manchukuo.

If a country doesn't have its own historical minister file, then presumably it should be added to the generic file here?

We have actually made minister files for most of the new countries.
