As the title says, when an ai navy fleet lost their home base (POL / DEN / NOR when they surrendered against GER) the remaining fleet got stuck in an endless battle-loop.
The fleets engage each other for a few seconds and the battle ends without any result or retreat phase only to begin this "engagement" again and again...forever...
There is no damage or experience gain and constant naval alarm.

Only solution is to tag to the nation and delete the fleet.

It also seems the "ghost fleet" is unable to move to another location. It get stuck in the sea-region it was, when the country surrendered.

Even ongoing "real naval battles" change to this weirdness the moment, the nation surrendered.

Not only nations that surrender or fleets without home base. I've seen on all fleets. They remain with a few ships that always retreat instantly.
Problem is they retreat after the battle starts even if the supremacy is like hundreds of ships versus 1 and naval battle drags for a lot of days with huge fleet chasing a stupid ship. The only way to clear the remaining fleets are by carriers and naval bombers. They seem to sometimes surprise one ship before they can retreat(so if you face like 5 coward ships you may need 10-15 battles to clear that area). Deploying thousands of air forces (naval) has no effect like before when last submarines could be downed by naval air force. I see now air power does not help so much on naval tiles. Only when big fleets are in the area naval bombers can affect some ships. When a few remaining is just pure frustration to clear last few ships in the area. I am surprised not much complaint about this huge bug of sunflower naval "reballance". So now instead of 1 invincible submarine we have few invincible ships to deal for naval warfare.
