[1.2.1][3d5f] Exericsing troops don't gain experience

I'm playing as Finaland in an ironman-save and are exercising my army.
I have exercised with every division I've had to make them reach level 3-Regular.
As divisions have reached this level I have manually stopped training them by moved them into another army-group.
However, the 4 divisions in the blue army (led by the general) are not gaining experience even though the interface is showing it and they are experiencing attrition. They are still only 2-trained and are not gaining "level-up experience".

I am playing without any mods and are using the following DLC:
-Historical German portraits
-Poland: United and ready
-Allied radio music pack
-German march order music pack
-Brittish, French, German, Soviet and US tank modells
-Heavy cruisers model pack
-Rocket launcher unit pack

(I hope you can get the save data, I don't really know how to do this properly so I copied the content from the save-file and pasted it all into a new document)

For the save file - I was having the same problems till I figured out - the idea is to zip the file prior to download (from 7 MB it becomes 1MB) and then upload it.

Do you have enough equipment ? and if yes check are you giving it to those troops i once had same thing untill i figured they are lowest on the list so no eq for them and that means no training
