Description:As per subject line, Chile's general is lacking a portrait, because of a spritetype reference that doesn't seem to have a sprite associated with it.
DLC's: All except Sabaton
Mods: None, but running in debug mode (or I'd never have noticed, as modding ships, not generals).

Reproduction Steps:
1. Start vanilla game as Chile in debug mode.
2. Note Errordawg pipes up with errors, see below.
3. Put divisions into an army and go to choose a general.
4. See that Chile's only general lacks a portrait.

Observe: The US join the allies in 1940 instead of the historically correct 1941.

My best guess is that when more portraits were added, the generic land_9 was deleted but the reference in Chile wasn't changed to a different generic, but I haven't loaded Chile on debug mode before, or played with them in vanilla, so this might be something that's been around for a while. Totally not important, but looks pretty easy to fix, if not fixed already as part of 1.3 :).
