Italy (in the Axis) has sent it's entire army to Germany as an expeditionary force while fighting in a major war. Germany has taken these divisions and decided to naval transfer them from Japanese occupied Korea by walking them through Soviet land.
They got encircled and destroyed, leaving Italy with 4 divisions to defend itself with. Germany has not sent any divisions to any Italian border.
Bugs
A major shouldn't be sending expeditionary forces to a faction member whilst at war, and while it has enemies on its border, especially not their ENTIRE ARMY.
Germany has ordered a naval transfer from a port only accessible by crossing enemy land.
