Federation fleets are behaving very strangely in my game.
As near as I can tell, what's happening is this: after each presidency ends, any Federation ships built by that specific president are passed along to his successor. Any ships built in earlier Presidencies remain in their current hands. In other words, ships will pass to the new president once and only once.
(EDIT: Closer examination shows that this is not the case; some ships have been passed more than once, some not at all. I have ships from three presidencies ago, and my immediate predecessor has ships he built himself. It's completely unclear to me criteria are determining this..)
They show up on the fleet list in the Federation window and retain the five-star icon when selected on the map, but they do not count against the Federal forcelimit and remain under control of their previous owner.
Look at this screenshot:
Notice that I'm currently President. The Federation fleet shows as 28 points, which matches exactly the Federal forces I actually control (all of which I inherited from my predecessor. Despite that, the actual forces shown in the window are significantly greater, mostly because of a fleet containing eleven battleships.

...controlled by the Union of Jib. Note that the fleet still has the Federal icon when selected.
That fleet is actually quite easy to trace: it's the one I built in my first term after forming the Federation. The Union of Jib held the Presidency after I did; it's clear they inherited the fleet I built, but then did not pass it on, leaving it to appear in the Federation fleet list despite being, functionally, an Imperial fleet.
Tagswitching to the Union of Jib shows that they are not, in fact, paying maintenance on the fleet. It's just a complete freebie.
A save is attached. The only mod I'm running is a name list for my species; that's attached too if you need it. (Or if you just happen to want all the nicknames from the MST3k of Space Mutiny.)
