The Research Institute gives a research speed modifier, which, as far as I can determine, is correctly applied (look at the technology screen)
Likewise, near as I can tell, the Galactic Stock Exchange modifier is applied as well (listed as Empire: +10% on individual pop production , Government -> Demographics clarifies this comes from the GSE)
