[1.16.1.0] Is it by design that Russia can be formed only by the Muscovite culture

Hi,

It seems that in the 1.16.1.0 patch, the decision to form Russia was not changed.
It still has the condition primary_culture = russian (which now has Muscovite name in the UI).

That, for example, prevents Novgorod, Ryazan and Pskov to form Russia.

Could you please tell me if this is by design or not?

It was most likely something that was overlooked by accident. I recall similar things happening in the past when cultures have been split.
