Some people strongly dislike the high coring costs in the new patch, yet Paradox does not appear to want to change the formula (fairly, in my view).
I think a way to solve the problem without changing the formula for coring costs would be to have the development of a province take a hit (perhaps randomly to categories and severity) every time it is occupied by an enemy army. It is war, after all, pillaging and misfired cannonballs is likely to hit some of the buildings/people that constitute the level of tax and production development in the province.
This way, you would have the following benefits:
- I won't be able to core extraordinarily buffed provinces from the AI for cheap.
- Furthermore, coring costs will be generally lower as you are now coring less developed provinces after conquering.
- As an added benefit, you now have an incentive to not let an enemy army march through your land occupying as they go. Prioritises defense and cautious war strategies.
The level of development damage after occupation could also be non-linear in the current level of development (e.g. my 6 development province isn't likely to take much damage after occupation since there isn't much there to begin with, but a bloody fight on the streets and canals of venice is likely to hurt).
