Will armies still take an attrition tick upon stopping in an enemy province? Wouldn't really make sense with the new looting mechanics as it's no longer instantaneous.

Qing were invaders, they did not claim to accept chinese culture, but instead severely repressed it during EU timeframe and tried to force culture convert the north of china to Manchu customs (best example is the braided hair cut being imposed for men), even if they did adopt the chinese language and administration.

Infact to be union tag they should have a decision separate from forming Qing, to do an ahistorical but plausible better integration, off course with more difficult requirements.

Different question: Is historical frienship a dynamic thing or is fixed? we only the trigger to lose it.?

Improving the nation designer is still on the todo, there was a bunch of things we just didn't have time for in 1.12 because we had to focus on making sure the major mechanics revamps were working out.

I would love to give custom nations controlled by the Ai some directions as to how I imagine them, for example what ideas they should priorize, if they will tend to tolerate or convert + culture change or if they can form other nations or not.

Not to single you out, just more in response to others mentioning the Qing not having the union:

Having Humanism/Silk Trade/Diplo policy while conquering China as Qing grants you almost all of the Ming lands as accepted cultures anyhow. It isn't necessary for them to have a union nor should it happen automatically. It should be (and is) an investment by the player.

This was needed for Ming due to the 50% Autonomy penalties being amplified by the 'same culture group' malus. Removing Inward Perfection and the culture malus was a good balance for an already heavy autonomy malus. Also, since they added separatists being possible even for cultures in the union (when losing Mandate), I have a feeling they scripted more revolt events. Makes sense and should give Ming some other problems besides expansion.

Moreover, I consider that Westphalian should be destroyed.

Make it low saxon (or atleast part of it low saxon) or I shall start refering to it as Westphallic.

The people of Schleswig-Holstein and Niedersachsen are not westphalian. Only half of Nordrhein-Westfalen is westphalian. You take the culture of half a bundesland and stamp it over three whole bundesländer not to mention germany's second largest city (hamburg) which certainly isn't westphalian.

Ok, now I really don't get what you're trying to do with Italy. What does it mean "brought into the HRE"? Aren't most northern italian nations into the empire to begin with? Or it means they have to be conquered by Austria, the emperor, to remain in the empire?

And really, what's the point of keeping the italian states under the HRE and then pulling them all out when some arbitrary date comes up? In the real world, Austria didn't just wake up on the 1st of January 1500 and said:"You know what? Screw the italians! They're not part of my club anymore!" If you want to simulate the german emperors's disinterest of the intrigues and wars of italian princedoms and republics, then don't put them into the empire at the start of the game. It's that simple.
