With patch 1.12 and the development overhaul, provincial trade power is now equal to (development*0.40) , which means that even a 1-1-1 non-coastal province in 1.12 provides more base trade power compared to any BT-non coastal province in 1.11.4. This has lead to a significant increase in the provincial trade power of the nodes, from 150% to 280% increase from 1.11.4 to 1.12. A sample of data is avalaible here :

This has lead to a significant decrease in the relative power of the trade fleets, as you pretty much need double the amount of ships in 1.12 to get the same share of trade as in 1.11.4. This especially makes privateering harder.
Is this working as designed ? Were trade fleets really that overpowered ?
