To be more precise, stay between 95-100 for 20 consecutive years. It's either >=95 or >95, but fo sho < 100I guess it means that you have to be 95% on the doomclock for 20 years without collapsing.

So in other words: reach 95 at some point and then NOT reach 100 within the next 20 years.it means going 95 and then not collapse within 20 years.. You can drop to 0 if you want to
