The thing was that this was at least supposed to be changed so that countries could continue exploring when issuing declarations of war. In fact, I thought that 1.9 even removed DOWing exiling units in unowned land.
No, it WAS changed for Conquistadors (at least) in TI; I think balmung60 is right about it being for everyone in TI, but I'm 100% on Conquistadors. They'd still get exiled (even with Conquistadors) if they were in a nation via access, but not if they were in TI.It didn't. Happened like two days ago for me.
It would be nice if explorers were immune to becoming exiled, but i don't see an easy non-exploitable fix for it.
If missions for exploring were introduced as well to explore everywhere, i guess any unit on auto-explore could be made immune.
Yeah, I just saw a change in the defines.lua file that's probably related: they changed an alliance minimum relations threshold from 0 relations to -25 relations. From the file I'd've thought it would've allowed you to ally if your opinion was as low as -25, too, but your observations suggest not.Seems alliances no longer break automaticaly from reaching negative relations anymore, and can even offer alliances to nations that has negative relations with you, doesn't get blocked till some -30. Still can't offer an alliance to someone you have a negative opinion of though, even if they may be able to offer one to you.

But, semi-related maybe, I'm now seeing people loaded on boats getting exiled upon war declaration (both Conquistador led and not). Anyone know if THAT is WAD or an "oops"?

The comet is already a running gag and was one even before EU4. Even the other games get in on it, with both CK2 and Vicky 2 having comet-related events that respond with something to the effect of "thank [insert deity here] we live in such enlightened times".10/10

Well, the UPCA is a Central American country (it's even in its name (United Provinces of Central America)) and it is considered both western and Castilian because it's a product of Spanish colonialism. That said, Maya reforms probably shouldn't be allowed to create new countries in non-primitive tech groups unless the Maya country passing the reform is already non-primitive.When you reform Maya, you spit out cores of countries. If for some reason you had colonies they may go to adgacent nation or you lose cores (hello 80% overextension!).
For some reason the game treats UPCA as a central american country but western and castillian. So sometimes it spits it out as a very confused OPM if you held guatamala.
Conquered new world provinces and colonies (for example taking provinces from CNs) give no OE anymore? I didn't get OE when i played with Inca.
