In the 1.1 Beta Patch Nationalist Spain is rejecting French Volunteers even though I completed the national focus to send them volunteers. They state they have reasons to be hostile to me and won't accept.

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
This also happens in 1.0.1 (f680).
I've also attached a save just after they refused, if that will help at all.
(Minor note, someone should probably update the allowed file extensions list to include ".hoi4" files.)
It looks like maybe accepting volunteers used to rely on country relations, instead of ideology, but the foci weren't updated after the switch.
