The AI does not delete allready successfully executed Naval Invasion Plans. This leads to a Cirlce behavior where the Assinged troops return to their Invasion Starting Port just to directly travel back to their target Location and so on.
In this case 8 Japanese Marine Divisions keep traveling between Nagasaki and Shanghai. They sometimes get assinged to a new Front in the south uppon arival juist to immediatelly getting reassigned to the Naval Invasion.
