The Japanese AI does not enact its Battleplan to conquer the rest of China even so it is much more powerfull and even wants to "advance aggressively".
To me it looks like it might think the Plan is active somehow. The Arrow indicating Activeplans on Army 6 is showing that somethign is Active, still the only Plan this Army currently has is not.
