Italy has not managed to repell the Allies from its own territory, still it declared War on Greece with the Focus CB.
Not instantly but after a few Weeks/Days.
I am not sure if Historic Focuses is Active, but still, as the situation has allready Deviated from the Historical Course of Events (Italy e.g. lost Albania) they shouldn't do this.

Germany just Declared War on Yugoslavia with 0 Troops at the Front. (Focus Demand Slovenia).
