I am currently trying to get a Mexico (non-historical focus, ironman) game started, but I have a problem. I took political focus first so I could get a fascist politician asap. The USA then took Monroe Doctrine and Neighbors as their first 2 foci. I figured this wouldn't be a problem. I'd get some democracy support, but I'd be taking the focus that reduces it daily to cancel it out once it gets too high.

I got the US Influence spirit at around 14% fascism support. Fascism continued to grow at .1 daily as it should. But Democracy which had a total influence of around 4% was actually decreasing daily for some reason. It was as though the modifier did not exist. Once fascism support got to 20%, the daily influence halved to .05. Democracy started to increase in support, but what I didn't count on was that fascism then stopped increasing. It would get to 20.09, halve its effects, then tick down by .01-.02 daily until it got down to 19.99. Then it would tick back up for one day to 20.09 and repeat. What this means is that I can effectively never become fascist or communist.

I made a new game and tried again with identical results. The bug should be relatively easy to reproduce. Only the influence with the highest modified value has any effect.

Now that I think about it, is this WAD? If so, there needs to be some kind of tooltip or something to tell the player that only the highest influence factor will work at a time. Half of the majors get foci to influence the ideology of minors, so it should really be more clear.
