You can see a "%" of planet habitability before the planet is scanned. The percentage is visible only in "main map" mode with new UI, but not in the planet overview mode (need to be scanned).

I believe that's intended, habitability is based off planet class and known technologies, if you get medium intel (either from sensor range or having ships fly there) then you know what class of worlds are in the system, just like in 1.0.
I think the fact there's "???" on the planet detail view indicates not knowing if there's things like natural beauty or unstable tectonics that could adjust the habitability number.

I've had the case where multiple planets of the same type show different habilities. Meaning that the galaxy view does show the effect of these bonuses.

For example, ocean race(platypus, duh), and I see a 75% ocean planet, and over there an 85% ocean planet, neither surveyed yet.
