This seems to be a visual problem only. The tooltip for strategic resources only seems to count planetary buildings for consumption of strategic resources. Spaceport modules will still consume the resources, they're just not taken into account in the top bar summary section.

UPDATE: Top bar also accounts for trade deals correctly. So it is more accurate to say that only spaceport modules are getting mistreated.

I have 5/5 Dark matter, and Sanctuary G should be using one. Now look at the Outliner. Myrria, Zalibacc Ox..., Zaktic Zajkax, Pinnacle-A, and Pinnacle-D are all building more DM reactors. I also could have scheduled more. The "good" news, is this cannot be exploited. When they finished, one disabled due to lack of resources. The bad news is if I didn't happen to find that Sanctuary-G had one, I wouldn't have known.
